The transformation of the international security system, the changed ideas of the society for the implementation of armed violence as a means of solving political contradictions, the role of non-governmental players as actors for exerting influence on the social and political life in individual states and of course the development of information technology - all this is a key factor for the emergence of a new generation of hybrid wars that spread around the world. Their specificity is the combination of a very wide range of unconventional forces, non-military means, and a massive information campaign. As a result of the changed strategies and approaches, there is already a serious blurring of the boundaries between war and peace, which makes it extremely difficult to determine the start of the campaign and to find a legal basis for initiating retaliation.
