Their specificity is the combination of a very wide range of unconventional forces, non-military means, and a massive information campaign. As a result of the changed strategies and approaches, there is already a serious blurring of the boundaries between war and peace, which makes it extremely difficult to determine the start of the campaign and to find a legal basis for initiating retaliation.
