Based on modern scientific theories, such as information theory, systems theory, chaos theory, synergetics, nonlinear processes, etc., he examines social systems and tries to explain why most of the predictions for their changes fail.

The book eruditely traces and rethinks past interpretations of uncertainty on the basis of chance, probability, chaos, large numbers, fractals, etc., combining methods of different disciplines to argue the main thesis - that uncertainty has a systemic and multifactorial genesis .
